How Rushcliffe Borough Council upgraded CCTV and intruder detection systems to enhance public safety across key leisure facilities.

The Customer

Rushcliffe Borough Council serves a large area south of the city of Nottingham, covering 157 square miles and including a range of popular leisure and sports facilities. The borough is well known for its strong links to sport and recreation and is home to venues including Trent Bridge Cricket Ground and the City Ground.

Among the council’s key leisure assets are Gresham Sports Park and Keyworth Leisure Centre. Gresham Sports Park has recently undergone a major refurbishment programme, including the addition of new floodlit football pitches and upgraded grass pitches funded through a grant from the Premier League, The FA and the Government’s Football Foundation. The site also includes changing facilities, event spaces, extensive parking and the Shires Motorcycle Training Centre.

Keyworth Leisure Centre provides gym, fitness and swimming facilities for the local community, making both sites important public spaces that require effective safety and security measures for staff, visitors and facilities.

The Challenge

To improve public safety and better protect facilities from petty crime and antisocial behaviour, Rushcliffe Borough Council sought to upgrade the existing CCTV systems at both Gresham Sports Park and Keyworth Leisure Centre.

The existing CCTV systems suffered from poor image quality and inadequate coverage, meaning both sites required a complete replacement. At Keyworth Leisure Centre, the intruder alarm system also required upgrading, including the addition of extra zones to improve building security.

Gresham Sports Park presented an additional challenge because remote coverage of the 3G football pitches was required, however, there was no suitable route to hardwire cameras back to the main building due to existing ducting infrastructure.

The Solution

Reflex Systems installed new Hanwha Vision CCTV systems at both sites, alongside a Honeywell Galaxy intruder detection system at Keyworth Leisure Centre.

Following detailed site surveys, the original consultant-led design was expanded to increase coverage in vulnerable areas, including locations where attempted break-ins had previously occurred.

For this project, we:

  • Installed a mixture of 4MP and 5MP external bullet cameras, domes and internal dome cameras across both sites
  • Delivered complete CCTV installations using Category 6 structured cabling back to central communications cabinets
  • Installed NVRs and workstations to support monitoring and system operation
  • Upgraded Keyworth Leisure Centre’s intruder alarm system to Honeywell Galaxy with new detection and keytag panels
  • Installed a new SWA cable and local power supply at Gresham Sports Park to support remote monitoring of the 3G pitch gates
  • Implemented a wireless point-to-point link to transmit images from remote pitch locations back to the pavilion for recording and viewing
  • Deployed managed Layer 2 POE switching infrastructure with capacity for future expansion.

The Payoff

The new systems were delivered in line with all relevant British Standards and through Reflex Systems’ NSI Gold-certified quality processes. The upgraded CCTV solutions now provide reliable, high-quality coverage across both sites, with particular focus on vulnerable and high-risk areas.

To improve efficiency and reduce unnecessary image capture, the systems were configured to operate at reduced frame rates, then automatically increase recording quality when motion is detected out of hours. Remote viewing functionality was also enabled through the council’s network, allowing authorised users to securely access footage when required.

Through these upgrades, Rushcliffe Borough Council now benefits from enhanced visibility, improved site security, and greater confidence that staff, visitors, and public assets are effectively safeguarded across both leisure facilities.
